401st Guy Fawkes celebrated in parts of the Commonwealth

November 5, is Guy Fawkes Night. On this day, 401 years ago there was an attempt to blow up the British parliament.

Since that time, Guy Fawkes day is celebrated by bonfires, fireworks and the parading of effigies called “guys”.

The event is not only celebrated in the United Kingdom, but other Commonwealth countries including New Zealand, South Africa, Newfoundland, Bahamas, Saint Kitts and formerly Australia.

Britons celebrate a national day of thanksgiving that the Gunpowder plot did not destroy their king and parliament. But as tradition goes, the oppression that Roman Catholics felt was always de-emphasised.

This year sees rising opposition to the traditional fireworks and bonfires celebrations. A smog warning has been issued for London on the 5th and British Labour MP Barry Sheerman called for the event to be scrapped.

Horse flu spreads in Australia

The number of horses confirmed to be infected with Equine Influenza in Australia has risen to 47, all in the state of New South Wales. So far none of those confirmed infected have been thoroughbred race horses.

The NSW government has confirmed infections at the federal government’s quarantine facility at Eastern Creek and Centennial Park in Sydney; at Cattai and Wilberforce in North-Western Sydney; and in Moonbi, Parkes, Berry and Wyong in regional NSW.

It is also feared that the outbreak may have spread to Warwick in Queensland where three horses from NSW showed flu-like symptoms during an equestrian event. Initial samples were tested in a laboratory in Brisbane revealing the three animals had been carrying the flu. Further testing will be conducted on samples from the horses in Victoria, although results are not expected until later this week. All 300 horses at the event have been quarantined.

There are also three suspected cases of the virus infecting thoroughbreds at Randwich racecourse in Sydney, if the horses test positive to the flu they will be the first thoroughbreds to be infected with the virus.

The Federal Agriculture Minister, Peter McGauran told ABC Radio this morning that while the source of the outbreak was not known, it is likely that the outbreak may have been caused by an equestrian event held in Maitland on the 18th and 19th of August.

“Everyone’s been assuming it was the Centennial Park horses that travelled and infected horses in different parts of regional NSW,” he said.

“It would appear at this stage that almost all, if not every horse affected has passed through a Maitland horse event on the weekend of the 18th and 19th, or come in contact with a Maitland horse.”

Agriculture Minister of NSW, Ian Macdonald told reporters “It’s early days yet, but a number of horses that attended an event at the property on that weekend are showing clinical signs of equine influenza”.

“The NSW Chief Vet, Bruce Christie, has advised me that we need to locate and examine every single horse that entered and left the property.”

At this stage it appears the Australia wide ban on horse movements which expires on Wednesday may have to be extended, at least in NSW and Queensland.

The insurance business world is one of the very few places where age can be used to distinguish between citizens based on their age. Insurers assess different charges for different people depending on their age. If you are a 16 year person and you feel that you are going to be getting a healthier premium than your 22 year old buddy because you are better committed than him or her then you are making a wrong analysis.

Insurers tabulate their insurance charges using ‘brackets’ or categories of consumers grouped together with certain common elements. These classes could differ based on a number of factors like age, marital status, gender, area, consumer credit rating etc. This essay is partial in its extent to the age element.

Young Operators Groups:

Below Age 18: This is the age category where insurance price is the at record high. People in this age group pay as much as 175% to 225% more than mature operators. Since no one below age 18 will get a CDL, any operator below the age of 18 driving a motor vehicle that has business coverage may be risking declination of coverage in the event of an insurance claim.

Age 18 Years to 20 Years: Individuals are still classified as young drivers, and they still have to pay greater prices than mature drivers, though their premiums are much less than the previous bracket. At age 18 individuals can possess their CDL. Most insurers that may consider them will not even look at there insurance submission for policies that require interstate setup coverage. Companies that allow them to be on a business policy will restrict their insurance coverage to intrastate activities.

Mature Operators:

Age 25 years to 69 years: A large number of insurance companies impose very similar prices for this age category, although a small number of insurance carriers begin to charge small build up in their premiums beyond age 60 years. Age does not seem to be important for this class.

Old Drivers:

Over Age 70 Years: There are important studies made by insurance companies and the National Highway Traffic Safety Administration- NHTSA www.nhtsa.gov that suggest that individuals over age 70 years begin to lead to more traffic accidents. For that reason, insurance companies take certain measures to implement the right rate with the appropriate medical reports from them. Most business polices do not cover operators above age 71 or 72 years. On the individual insurance level, almost all companies stop selling newer polices for customers beyond 76 years of age, and other companies make the insurance price very excluding.

What else can be done to decrease the influence of age on premiums? There is not much that old and young drivers can do. Young operators and older operators are leading to more highway accidents, relatively speaking, and they must simply pay the price for that. Many insurance carriers accept good student discounts for younger student operators, and other companies may permit occasional operator status on their policy. For older drivers, making sure that you have the correct medical record that shows the physical and mental functionality of the old person to drive the car is wanted to give to the insurance representative. The absence of that note to be provided in timely manner may end in ceasing the policy which might be complex to replace with another company afterwards.

Participant claims drug trial gave him cancer

A man who fell ill after participating in a drug trial at Northwick Park Hospital in north-west London earlier this year has revealed he has the early signs of an “aggressive” form of cancer.

David Oakley was one of six men who volunteered to take part in a trial of a drug intended to cure conditions like rheumatoid arthritis and leukemia in March. But after taking the drug, the thirty-five year-old suffered multiple organ failure and prominent inflammation.

Mr Oakley, who lives in west London, told today’s Mail on Sunday that doctors have informed him he has “definite early signs” of lymph cancer. He also fears he could develop other debilitating illnesses like rheumatoid arthritis, multiple sclerosis, chronic fatigue syndrome and lupus. He will now undergo tests to see what treatments will be required. “It’s very frightening,” he told the newspaper. “I’m trying not to be too down about the thought of having chemotherapy or that I might die.”

Mr Oakley was paid £2,000 for his involvement in the trial, and that money subsidised his marriage to wife Katrina in June. He now fears their hope of having children has been jeopardised as a result of his ill health. “Katrina and I had planned to start trying for children six months after getting married, but we can’t do that now. Everything is on hold.”

There is nothing to suggest that Mr Oakley’s cancer was triggered by the experiment. He is now seeking compensation from Parexel, the company which organised the drug trial. “Really, I’m just trying to do my bit and pointing out their mistake. If someone doesn’t point it out it could happen again and there’s no way I would like to see someone else go through what we’re going through right now.” Earlier this year, six men had to be admitted to an intensive care unit at the same hospital, in another Parexel drug trial which caused much upset.

US Nationwide Pollution Permit Restrictions Upheld

The US Army Corps of Engineers decision to place restrictions on issuance of nationwide pollution permits has been upheld by a federal court. In National Association of Home Builders v. Army Corps of Engineers, the District Court for the District of Columbia found that the Corps of Engineers had not acted in an “arbitrary” or “capricious” manner in changing the terms and conditions for issuance of a national pollution permit, including reducing the size of area into which pollutants may be discharged from 10 acres to 1 acre, raising the threshold for requiring additional permits from 1 acre to 1/10 acre,

A nationwide permit allows an organization to engage in certain industrial activities on a national basis (such as mining and construction), reducing the amount of paperwork and filings needed for otherwise minor environmental impacts, as opposed to an ordinary permit for a specific location which will engage in activities which generate water pollution.

Due to concerns over the amount of discharge taking place in waterways, the Corps of Engineers began in the 1980s to reduce the authority granted by nationwide permits and to bar use of the permits in certain ecologically sensitive areas.

Some industry groups, including the plaintiff in the above case, The National Association of Home Builders, sued the Corps of Engineers in 2000 over the change in an attempt to block its implementation. Environmental groups, including the Sierra Club, were given permission to intervene in the case in support of the actions of the Corps.

Environmental groups were pleased with the decision, but are concerned over other actions of the Bush Administration, such as the attempts to weaken provisions of the 2002 Clean Water Act to allow additional dumping of construction and mining waste into waterways as fill material.

School dinner costs just 49p in Wales

Wednesday, March 30, 2005A survey carried out by BBC Wales has revealed that the contents of a school meal in Wales cost on average just £0.49 per pupil. Average spending on meal ingredients varied slightly from council to council; with the Cardiff City council spending just £0.40 on each meal, whilst Powys council lavished £0.69 per pupil.

The survey follows a recent surge in media coverage of the eating habits of teenagers and children in the UK. Celebrity chef Jamie Oliver recently embarked on a campaign to improve food standards and raise awareness in schools. In response to his campaign the government has promised to spend an additional £280 million over three years on school food in England.

The survey covered twenty councils throughout Wales.

Volunteers and food needed for flooded Manitoba, Canada

Local municipal and provincial volunteers in Manitoba, Canada are exhausted in their efforts to divert the rising waters of the Red River of the North.

It has been hard work with little sleep for the residents who live on the shores of the Red River to shore up their defences with sandbags, build dikes, clear frozen culverts and break ice jams

Volunteers to spell relief for local volunteers and food are desperately needed.

“It’s a week now we’ve been doing this … you’re talking four, five, six public works guys. In my one community we’ve got 25 volunteer firefighters and those guys have been going 24/7, so of course it’s wearing them down.” said Paul Guyader, Manitoba’s emergency measures coordinator.

“We’re dealing with one of the biggest floods the province has ever seen,” said Steve Strang, mayor of St. Clements, Manitoba “We’ve put out hundreds of thousands of bags already. The municipalities are working very well, we’re working with the provincial government, we’ve brought in every possible resource we could to address this issue. The volunteerism within the community has been phenomenal.”

The Portage Diversion has taken some spring waters from the Assiniboine River and diverted the flow to Lake Manitoba.

Roseau River Anishinabe First Nation has been totally evacuated, as well as many homes near the Canada – United States border.

The cold weather is freezing the ice jams into place. Guyader has had 2 Amphibex Excavators operating on the river breaking up ice.

The Red River is right now 16.7 feet (5 metres) above spring ice conditions. The Red River Floodway gates cannot be opened with the current ice jams.

“If we operate now, we can get ice jamming going into the floodway, jamming up against the St. Mary’s bridge, as such, the floodway capacity would be reduced and would cause higher water levels in the city of Winnipeg.” said Steve Topping, Manitoba Water Stewardship spokesman

The floodway was constructed in 1968 following the 1950 flood to divert the overflow spring flooding waters of the Red River. The floodway has been widened the since the 1997 “flood of the century” and the expansion is expected to be completed this spring. As well Manitoba built permanent dikes around communities within the flood plain since the last two major floods..

The Red River waters will crest between the beginning of April to mid April, at which time also the weather should be warming up. Communities are bracing for higher water levels, more ice jams as well as melting snow in the warmer spring temperatures.

Macomb, New York Councilman Steve Burke took some time to speak with Wikinews about his campaign for the U.S. Democratic Party’s 2016 presidential nomination.

Burke, an insurance adjuster and farmer, was elected councilman in Brookhaven, New York in 1979. He left the town after being accused and found not guilty of bribery in the 1980s. Since 1987 he has served as Macomb councilman off-and-on and currently holds the post. From 1993 to 1996 and 1999 to 2002 he worked as chairman of the Democratic Party of St. Lawrence County, New York. Among his many political campaigns, Burke unsuccessfully sought the Democratic Party’s presidential nomination in 1992 and recently attempted to run for U.S. Congress in 2014 but too many of his ballot petition signatures were found invalid. Burke filed with the Federal Election Commission to run for president in the 2016 election on September 18, 2015 and has qualified for the first-in-the-nation New Hampshire Primary.
