The Tax Policy Center has published a table that states that taxpayers earning more than $10,000,000 in 2004 paid lower tax rates than taxpayers earning between $1,000,000 and $10,000,000. Among other things, it breaks down the average tax rate by cash income into various income tax categories.

According to the Tax Policy Center, the average tax rate paid by the 9,000 taxpayers earning over $10,000,000 in 2004 was 20.1%, more than 2% lower than the nearly quarter million taxpayers earning between $1,000,000 and $10,000,000. If taxpayers earning over $10,000,000 were taxed at 22.3%, the rate of those earning between $1,000,000 and $10,000,000, the federal government would have received an additional $4.8 billion in revenue.

Taxpayers who earned more than $10,000,000 paid a lower average rate than any category of taxpayer earning over $100,000. Although taxpayers in the $75,000 to $100,000 range paid 18.9% of their income in taxes, 1.2% less than those making over $10,000,000, taxpayers in the $100,000 to $200,000 range paid an average of 20.6%, or 0.5% more than those making over $10,000,000.

Furthermore, the Tax Policy Center’s analysis is described by David Cay Johnston, New York Times columnist and author of Perfectly Legal as “understating the real economic gains of those at the very top, who have perfectly legal ways to defer reporting income for tax purposes.”

The Tax Policy Center is a nonpartisian joint venture of the Urban Institute and Brookings Institution and comprised of nationally recognized experts in tax, budget, and social policy who have served at the highest levels of government.

The San Francisco Museum of Modern Art (SFMOMA) has purchased the painting Intermission, by American artist Edward Hopper. The piece, created in 1963, is one of the last paintings created by Hopper.

Hopper’s realist style, which visually examined American urban and rural life in the first half of the 20th century, made him one of the most influential and important American artists of the modern era. The painting, which was sold by a private collector, is believed to be valued at over $25 million.

Intermission shows a woman sitting alone in the front row of a theater. The theater is empty, and is described, by San Francisco Chronicle art critic Kenneth Baker as expressing emotion and social isolation, a standard theme in Hopper’s works. The inspiration for the painting came to Hopper while he was watching a film.

Hopper’s wife, Josephine, had scheduled Hopper to create the painting in a theater, however Hopper would complete the painting at his studio in New York City. Original sketches of Intermission show a second person sitting in the third row — a figure that never made it into the final painting. Baker calls Intermission a “prime example of Hopper’s austere realist vision”.

SFMOMA will not disclose how much they paid for Intermission. When the painting Hotel Window, which is of similar size and from the same period, sold at auction in 2006, it sold for $26.9 million. It is believed that “Inspiration” is worth just as much, if not more. Intermission was purchased with the help of donor funds, and acquired through the San Francisco-based Fraenkel Gallery, which sold if on behalf of a private collector.

In exchange for the acquisition of Intermission, SFMOMA is selling another Hopper painting: Bridal Path, from 1939. A lesser known work of Hopper’s, Bridal Path shows a horseback riding path in Central Park. By selling Bridal Path, SFMOMA is able to help fund the acquisition of the more well known Intermission. This practice is slowly gaining popularity within a museum and art market that previously disapproved of the sale of lesser known works for more popular acquisitions. Baker acknowledges the past practices, but believes that this is “a necessary practice in an art market where prices for historically important art continue to rise steeply.”

Intermission goes on display for the public on Friday, at SFMOMA.

David S. Touretzky, prominent free speech activist and critic of Scientology, discussed his opinions on the recent Internet backlash against the Church of Scientology in an interview with former Scientologist and Wikinews reporter Nicholas Turnbull. The recent conflict on the Internet between critics of Scientology and the Church has been spurred on in declarations by a nebulous Internet entity using the name Anonymous that the Church of Scientology “will be destroyed”. Anonymous has directed recent protests at Scientology centres across the world, which have attracted significant numbers of individuals supporting the cause. In recent e-mail correspondence with Wikinews, a representative of the Church of Scientology declared that the Church considers the activities of Anonymous to be illegal, and that Anonymous “will be handled and stopped”.

Touretzky, a research professor in artificial intelligence and computational neuroscience at Carnegie Mellon University, has been a prominent critic of the Church of Scientology since mid-1995, and has been protesting against Scientology vociferously since then; he has also run websites that publish material that Scientology wishes to keep suppressed from the public eye, such as extracts from Scientology’s formerly-confidential Operating Thetan (OT) materials. Touretzky views the actions of the Church of Scientology as being “a threat to free speech”, and has endured harassment by the Church of Scientology for his activities.

The Church of Scientology continues to suffer damage to its public reputation through increased exposure on the Internet and vocal protests by Scientology critics such as Prof. Touretzky. A recent event that focused intense attention on Scientology’s totalitarian attitude was the leak of an internal Church of Scientology propaganda video to the Internet video sharing site YouTube, in which celebrity Scientologist Tom Cruise spoke heavily in Scientology’s jargon and stated that that “we [Scientology] are the authorities” on resolving the difficulties of humanity. The declaration of war by Anonymous followed shortly after this leak, in the form of a video posted to the Internet.

The ongoing dispute, cast by some as Scientology versus the Internet, brought Scientology terms such as “SP” (Suppressive Person, an enemy of Scientology) and “KSW” (Keeping Scientology Working) into general usage by non-Scientologists from the late 1990s onwards; increased attention has been drawn to Scientology by the release of the Cruise video in addition to media coverage. This focus has caused an even greater propagation of these terms across the outside world, as Touretzky comments in the interview.

Wikinews asked Prof. Touretzky about the impact that the activities of Anonymous will have on Scientology, the public relations effect of the Tom Cruise video, the recent departure of individuals from the Church of Scientology’s executive management, the strategies that Anonymous will employ and Touretzky’s experiences of picketing the Church.

According to a NASA status report, the lone toilet on the International Space Station (ISS) has broken, leaving the astronauts on board having to use a rigged-up system of bags to collect any liquid waste.

According to NASA, the collection fan motor broke sometime last week after one of the crew used the Russian-made toilet in the space station. The NASA status report quotes the crew as hearing “a loud noise and the fan stopped working”. Russian officials have yet to solve the cause of the breakage and fix it. The seven-year old toilet has broken once before but not for a long period of time.

The crew had been temporarily using the toilet in the Soyuz capsule, but this has a very limited capacity.

NASA officials are now considering flying in replacement parts for the toilet and putting them on Space Shuttle Discovery, which is due to launch on Saturday and scheduled to arrive at the ISS on Monday.

Friday, December 2, 2005The Australian Senate sits for an unusual extra day today, in order to finish considering amendments to the new industial relations legislation. An extended sitting of the Senate was held yesterday, December 1, considering these amendments.

The bill has been declared as urgent and as consequently a timetable for debate is set, so the bill would have either passed or not in its entirety today. Key senator Barnaby Joyce has expressed his support of the bill due to his influencing Government amendments dealing with public holidays. Non-Government senators expressed their concerns yesterday and today in regard to these amendments — Family First Party senator Stephen Fielding introduced amendment to try and complement the Government amendments, but the Government has expressed that they will not be supporting them as they do not contain “right to refuse” provisions.

The Senate had not finished debate on all the amendments in the nine page outline of business before 4.30 pm, the time set by the earlier guillotine, and the amendments were consequently put without debate. Non-Government members did not pursue divisions on all the amendments other than key ones. Ominously, during the following third reading debate, fierce thunderstorms had brought about the use of emergency power to the parliament with Opposition senator Penny Wong saying that “The lightsmay have just gone out in the Senate chamber, but theydo not go out on the labour movement!”. Persons in the gallery of the Senate were applauding to non-Government speeches, which brought about support from the Opposition and skepticism from Government senators saying that “no amount of guffaws from those who have been trundled in here today to stand up the back will change the fact that we have been re-elected four times by Australian working men and women.”

Due to Government numbers, the bill eventually passed the third reading debate.

While nearly all coverage of the 2008 Presidential election has focused on the Democratic and Republican candidates, the race for the White House also includes independents and third party candidates. These parties represent a variety of views that may not be acknowledged by the major party platforms.

Wikinews has impartially reached out to these candidates, throughout the campaign. We now interview independent Presidential candidate Frank Moore, a performance artist.

NASA has cancelled today’s planned landing of the Space Shuttle Discovery. Officials initially delayed the landing, but finally cancelled any attempts for today citing the reason as being “unstable, unacceptable cloud cover [with the] potential for showers in vicinity of landing site.” There will be two more opportunities tomorrow morning.
