Guatemala arrests Twitter user for inciting financial panic

Guatemala police arrested I.T. professional Jean Ramses Anleu Fernández at his Guatemala City home on Thursday on charges of having incited financial panic via messages posted to the Twitter social networking web site. Known as “Jeanfer” on Twitter, Anleu Fernández’s home was raided and his computer seized after he posted a message (known as a “tweet”) on Tuesday afternoon proposing that people “withdraw cash from Banrural, and break the bank of the corrupt,”

((Translated from Spanish)) Spanish: “sacar el pisto de Banrural” quebrar al banco de los corruptos a response to high profile allegations that the Guatemalan Banrural bank is involved in corruption.

Anleu Fernández’s message was posted with the tag “#escandalogt,” identifying it as part of an ongoing discussion on the scandal that broke on Monday when a video recorded by assassinated Guatemalan attorney Rodrigo Rosenberg was distributed at Rosenberg’s funeral and posted to the Internet. In the video, recorded days before he was shot while riding his bicycle in Guatemala City, Rosenberg accuses President of Guatemala Álvaro Colom of complicity in his death. Rosenberg also accused President Colom of responsibility for the April murder of Rosenberg’s client, Khalil Musa, alleging that Musa was killed because he refused to cooperate in corrupt business deals operating within the structure of Banrural, a partly state-run bank. Musa had been appointed by President Colom to the board of Banrural.

Anleu Fernández was arrested according to a law which specifies fines of Q5,000-Q50,000 Guatemalan quetzales (about $600-$6,000 U.S. dollars) and 1-3 years of prison for those who “elaborate, divulge or reproduce in any media or communication system, false or inexact information which harms the confidence of customers, users, depositors or investors” ((Translated from Spanish)) Spanish: elabore, divulgue o reproduzca por cualquier medio o sistema de comunicación, información falsa o inexacta que menoscabe la confianza de los clientes, usuarios, depositantes o inversionistas of an institution under the jurisdiction of the Superintendent of Banks. Prosecutor Genaro Pacheco told journalists that Anleu Fernández admitted to sending the message in question.

Cleveland, Ohio clinic performs US’s first face transplant

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

Tornado touches down in Joplin, Missouri

A tornado touched down yesterday in Joplin, Missouri, causing widespread damage. At least 89 were killed.

The path of the tornado was reported to be from one half to three quarters of a mile wide. City spokeswoman Lynn Onstot estimated the path to be nearly four miles long; Jasper County emergency management director Keith Stammer put its length around six miles.

You see pictures of World War II, the devastation and all that with the bombing. That’s really what it looked like.

Witnesses described entire blocks of buildings destroyed. Steve Runnels of the National Weather Service said “We have reports of significant structural damage to strong buildings. Automobiles have been flipped, bark was stripped off trees.”

Among the properties damaged was a local hospital, St. John’s Regional Medical Center. Some patients were hurt, and all were evacuated to other regional hospitals. The local high school, Joplin High School, was also hit. Describing the damage, its principal, Kerry Sachetta, said “You see pictures of World War II, the devastation and all that with the bombing. That’s really what it looked like. I couldn’t even make out the side of the building.”

Joplin has a population of about 50,000.

President Barack Obama has ordered the Federal Emergency Management Agency (FEMA) to support state and local efforts in response and recovery. He issued a statement with condolences to the families of victims.

On Monday, the United States said it sent an official inquiry to Iran via Swiss diplomats about a former FBI agent who went missing while in Iran on private business. He is believed to have gone missing several weeks ago on the island of Kish. The FBI say he has not worked for them in a decade nor is he a contractor for them. A US State Department spokesperson declined to give name, age or occupation of the missing man. The spokesperson also said that they have no indication that he is being held by any Iranian entity.

In early action, Asian and Oceanian markets rose while the markets pondered the impact of the United States-South Korea free trade agreement. In Japanese markets, Monday’s fears that the Institute for Supply Management‘s report would say manufacturing growth slowed more than forecast in March actually came true. Gary McKinnon of Britain lost his appeal challenging an extradition order to face charges in the United States that he hacked into military and NASA computers there. “We do not find any grounds of appeal against the decision,” said one of the judges, Lord Justice Maurice Kay. In what has been called the “biggest military hack of all time,” McKinnon allegedly used the code-name Solo as he hacked into 97 computers and caused $700,000 worth of damage according to US prosecutors. In 2006, he told The Guardian that he was searching for evidence the Americans might have about UFOs.

The US Supreme Court ruled 5-4 that carbon dioxide should be regulated by the Environmental Protection Agency (EPA). The majority opinion said that the EPA had offered “no reasoned explanation” for refusing to regulate carbon dioxide emissions from cars. Previously the EPA had argued that the 1970 Clean Air Act did not give it the powers to regulate green house gases because they were not deemed to be pollutants. Twelve states and several environmental groups jointly brought the case against the EPA, contending that it was failing in its legal duty to regulate environmental pollution by not regulating green house gas emissions.

Russian choreographer Igor Moiseyev dies at age 101

Igor Moiseyev, who has been widely acclaimed as the greatest 20th-century choreographer of folk dance, has died today after a long illness. He was 101 years old.

Born Igor Alexandrovich Moiseyev on January 21, 1906 in Kiev, Moiseyev graduated from the Bolshoi Theatre ballet school in 1924 and danced in the theatre until 1939. His first choreography in the Bolshoi was Footballer in 1930 and the last was Spartacus in 1954.

Since the early 1930s, he staged acrobatic parades on Red Square and finally came up with the idea of establishing the Theatre of Folk Art. In 1936, Vyacheslav Molotov put him in charge of the new dance company, which has since been known as the Moiseyev Ballet. Among about 200 dances he created for his company, some humorously represented the game of football and guerrilla warfare. After visiting Belarus he choreographed a Belarusian “folk” dance Bulba (“Potato”), which over the years indeed became a Belarusian folk dance. According to the Encyclopædia Britannica, Moiseyev’s work has been especially admired “for the balance that it maintained between authentic folk dance and theatrical effectiveness”.

Moiseyev was named People’s Artist of the USSR in 1953, Hero of Socialist Labor in 1976, received the Lenin Prize (1967, for the dance show A Road to the Dance), four USSR State Prizes (1942, 1947, 1952, 1985), Russian Federation State Prize (1996), was awarded numerous orders and medals of the Soviet Union, Spain, and many other countries. On the day of his centenary, Moiseyev became the first Russian to receive Order for the Merits before the Fatherland, 1st class — the highest civilian decoration of the Russian Federation.

New Zealand National party pays back owed GST

The New Zealand National party has announced that it will pay back the GST (Goods and Services Tax) it owes to five different advertisers, all television stations, by buying advertising time for the several different charities. The advertisements will appear on the owed media outlets. They have decided with the current path is it would “unlawful” to pay back the GST normally.

The GST amounted to NZ$112,000.

National’s original plan of getting a one time bill passed that it would allow them to pack the owed GST to the media outlets was ditched in favour of this new one. “With the prospect of legislation diminishing, it’s time to accept that National cannot go down that path,” Judy Kirk, president of the National party, said.

If National was to pay back the GST, they would be breaking the law by going over the electioneering cap set by the Broadcasting Act.

The owed media companies are TVNZ, TV3 and Sky Television. It also includes Sky’s free-to-air channel, Prime.

Ms Kirk said: “We want to get some closure on the matter and have taken extensive legal advice on our options… We have secured clear advice that it would be unlawful to pay the five outstanding media creditors, and that it would be unlawful for them to accept payment. We do not wish to break the law, and nor do we wish to place our creditors in the position of breaking the law.”

“…we will purchase the media advertising time directly from broadcasters and ask that they allocate it amongst the range of charities currently supported by each,” Ms Kirk said.

National said that their error on not paying for the GST did not effect the outcome of the election, unlike the Labour party’s overspending.

Choosing Blinds For Roof Windows

Finding a blind or curtain for a normal window is easy, all you have to do is decide what type you want, how you want it to look, measure it up and visit any of the hundreds of shops or websites selling window blinds.

But what if you have roof windows or skylights? A normal blind or curtain won t do, obviously, so you ll need something a bit different. What will that cost? Where do I find it?

Blinds hung in a roof window or skylight require side rails, wires or tension to hold them in place, as without them they would simply hang vertically, ruling out using normal blinds or curtains.

You also have to consider the fact that normal windows open outwards or slide vertically or horizontally, so window blinds or curtains can be hung on the outer dimensions of the window frame as the window won t interfere when opened.

However, most roof windows or skylights pivot in the middle when opened, which would be inhibited by a normal blind mounted on the outer frame. The blinds for these windows have to sit inside the opening sash to allow them to be opened at will.

While you cannot use traditional blinds or curtains for your roof windows, there are still plenty of attractive options open to you.

Blackout blinds

These blinds are flat and will shut out all daylight, some of the noise (i.e. traffic, rain) and some of the heat. Blackout blinds are made to measure and fit inside the internal frame on aluminium side rails do NOT buy blinds with plastic side rails as they will warp over time, leaving you unable to use the blind. These are the most common and popular type of roof window blind.

Pleated Blinds (also called Plisse Blinds)

These fabric blinds (sometimes plastic, but not advised) are folded, concertina-style, into pleats and run on a wire mounted into the internal frame of the roof window. Again, they are made to measure but are generally less sturdy than a blackout blind. If you are likely to use the blinds a lot, this may not be the ideal blind for you, but if they will rarely be used perhaps in an attic then they provide a slightly cheaper but just as attractive option.

Roller Roof Blinds

Providing the cheapest option for your roof window or skylight, roller blinds rely on tension to stay tight inside the window frame and are held in place by either wooden side pieces or by nailed in pegs/clips which secure the blind in position.

Venetian Blinds

Perhaps the most expensive type of blind for roof windows and skylights, the Venetian blind is definitely the most attractive you can use.

Go for aluminium or wooden slats but definitely not plastic as these will get damaged in the increased heat of a roof window. A good Venetian blind will be made to measure and mounted on tracks within the internal window frame or on wire, similar to the pleated blind.

The real advantage of using Venetian blinds are that you can position the blind and still manipulate the angle of the slat, providing great versatility in how much light you let into a room.

James Bond star Roger Moore, 89, dies

It is the heaviest of hearts, we must share the awful news that our father, Sir Roger Moore, passed away today. We are all devastated.

On Tuesday, British actor Roger Moore, best known for portraying Simon Templar of the 1960s series The Saint and the spy character James Bond, died in Switzerland at the age of 89.

Before his death, Moore fought recently diagnosed cancer. His family confirmed his death on Twitter saying, “It is the heaviest of hearts, we must share the awful news that our father, Sir Roger Moore, passed away today. We are all devastated.”

Other stars paid tribute to Roger Moore via Twitter, including Russell Crowe, Michael Ball, Mia Farrow, Boy George, and Duran Duran, who sang the eponymous theme song for Bond film A View to a Kill featuring Moore as Bond.

Moore was born in Stockwell, South London an only child to his working-class parents on October 14, 1927. During World War II, he and his mother mostly stayed in Amersham, 25 miles from London. Moore left grammar school in 1943 to work.

Moore’s father, a detective sergeant, came to the home of film director Brian Desmond Hurst that had been robbed. Moore was introduced by his father to Hurst and then started his acting career in summer 1944 as an extra in the film Caesar and Cleopatra. Impressed, Hurst helped Moore gain extra parts in two other films and then paid for Moore’s acting studies at the Royal Academy of Dramatic Arts.

Moore was assigned to the National Service in 1945 and then, after training, was ranked captain. Afterwards, he appeared in modeling engagements, like appearance in Women’s Own magazine.

Moore arrived in the United States in 1953 and then signed a contract with Metro-Goldwyn-Mayer (MGM) for mainly supporting roles. He portrayed the male lead in 1956 film Diane. He first appeared on television as the titular character of the late-1950s ITV series Ivanhoe. He later appeared in some western series, like Maverick from 1960 to 1961, replacing James Garner as the lead of the series.

Moore then portrayed Simon Templar, stealing from rich antagonists, in the ITV series The Saint. The series ran 118 episodes from 1962 to 1969. Due to his contract for The Saint, Moore was prevented from being cast as James Bond for the 1962 film Dr. No, which stars Sean Connery, the first actor to portray Bond.

Moore eventually became the third actor to portray Bond, and his first Bond film was the 1973 film Live and Let Die. He would appear again as Bond in six more films: The Man with the Golden Gun, 1974; The Spy Who Loved Me, 1977; Moonraker, 1979; For Your Eyes Only, 1981; Octopussy, 1983; and A View to a Kill, 1985.

In 1991 Moore became a UNICEF goodwill ambassador. His UNICEF work earned him Commander of the Most Excellent Order of the British Empire (CBE) in the late 1990s. He was knighted in 2003 for that.

Throughout 2000s, Moore performed voiceovers in mostly animated films and made appearances in some other live-action films, like the 2002 film Boat Trip, portraying a gay man resembling Bond. Then he wrote his 2008 autobiography My Word Is My Bond and other books, including memoir One Lucky Bastard and Bond on Bond.

Moore married four times, to four different women. He was survived by his fourth wife, Danish-Swedish multimillionaire Kristina “Kiki” Tholstrup, and his three children.

NASA considers continuing shuttle use after 2010

Michael Griffin, administrator of the American space agency, NASA has ordered a study into considering the possibility of continuing the usage of the Space Shuttle, a space vehicle that takes astronauts to the International Space Station. The agency originally planned to retire all shuttles in 2010 after mission STS-134, but concerns over staff job losses that were created by the Space Shuttle program caused Griffin to order the study. The space crafts have been in use since 1981 and it’s replacements, the Ares rockets, will not be in use until 2015 causing a 5 year gap where NASA will have no manned space flights, which is the reason the agency is considering extending usage for five more years, when the vehicles can be immediately replaced by their successors.

We want to focus on helping bridge the gap of U.S. vehicles traveling to the ISS (International Space Station) as efficiently as possible.

The news came from a leaked email which was obtained from the Los Angeles Times. NASA officials have confirmed the email’s authenticity, but have stated that it is too early to decide whether or not the shuttle use will continue.

Griffin has originally been against the continuation of the shuttle, as it would damage the funding of Project Constellation, a project that involves sending astronauts to the Moon and Mars.

If NASA chooses not to continue the space shuttle, they would rely on the Russian Federal Space Agency and their Soyuz space vehicles in the five year gap of no American space flights. To do this, they would have to purchase seats on Soyuz missions. However, because of the recent events that have transpired over the Georgia conflict, US and Russian relations have been damaged, so it is believed unwise to work with the Russian agency.
