Bathurst Regional Council, the local government responsible for the city of Bathurst and its surrounds in Central Western New South Wales, Australia yesterday revealed it had received a development application for the new Bathurst Base Hospital.

The new hospital is to be built behind the current hospital on the same site and is expected to cost the New South Wales government AUD96 million. The Bathurst Hospital will be the first in the Bathurst-Orange-Bloomfield redevelopment project.

The new hospital will have 149 beds, up from 85 for the current hospital. The hospital will also feature a mental health unit – previously psychiatric patients had to travel to Orange to the Bloomfield Hospital for treatment.

The Bathurst Hospital is expected to have state-of-the art facilities and will share some services with the to be constructed Orange Base Hospital.

The Bathurst Regional Council has approved the demolition of 12 buildings on the hospital site for enabling works. The hospital site is heritage listed although council decided that as the buildings do not contribute to the streetscape they may be demolished.

The demolitions are expected to take place late next month and will take around six weeks to complete. A temporary driveway will then be built to replace the current service entry for food and linen as it will become part of the work site.

Upon completion of the new hospital, the current ward block will be demolished leaving the original building from the late 19th century intact. The original building is expected to become an education centre and consulting rooms.

The original building was opened in 1834. Since then the facility has undergone numerous upgrades and add-ons, with the present ward block being opened in stages from 1978 to 1982.

Other buildings expected to be retained include the Daffodil Cottage (a cancer care centre) and the original Nurse’s quarters known as Poole House.

A paste containing synthetic tooth enamel can seal small cavities without drilling. Kazue Yamagishi and colleagues at the FAP Dental Institute in Tokyo say that the paste can repair small cavities in 15 minutes.

Currently, fillers don’t stick to such small cavities so dentists must drill bigger holes. Hydroxyapatite crystals, of which natural enamel is made, bond with teeth to repair tiny areas of damage.

Yamagishi and colleagues have tested their paste on a lower premolar tooth that showed early signs of decay. They found that the synthetic enamel merged with the natural enamel. The synthetic enamel also appears to make teeth stronger which will improve resistance to future decay. As with drilling, however, there is still the potential for pain: The paste is strongly acidic to encourage crystal growth and causes inflammation if it touches the gums.

The paste is reported in the journal Nature.

The Supreme Court of the United States on Wednesday April 18 has upheld the federal Partial-Birth Abortion Ban Act of 2003. The 5-4 vote reflected the change in vote count resulting from the retirement of Justice O’Connor and the confirmation of Chief Justice Roberts and Justice Alito.

The Intact dilation and extraction procedure, also known as partial birth abortion, involves removing an intact late-term fetus from the womb via the cervix. While it is a relatively rare operation – 0.17% of all abortions in the US in 2000, it has become a focal point in the abortion debate.

The Partial-Birth Abortion Ban Act bans the procedure in cases where the fetus is terminated during the operation, unless it is performed to to save the life of the mother.

Justice Kennedy wrote in the opinion of the court: “respondents have not demonstrated that the Act would be unconstitutional in a large fraction of relevant cases.” Further, he said, “Respondents have not demonstrated that the Act, as a facial matter, is void for vagueness, or that it imposes an undue burden on a woman’s right to abortion based on its overbreadth or lack of a health exception. For these reasons the judgments of the Courts of Appeals for the Eighth and Ninth Circuits are reversed.”

In a concurring opinion, Justice Thomas stated that he joins “the Court’s opinion because it accurately applies current jurisprudence, including Planned Parenthood of Southeastern Pa. v. Casey, 505 U. S. 833 (1992).”

In dissent Judge Ginsburg wrote: “Today’s decision is alarming. It refuses to take Casey and Stenberg seriously. It tolerates, indeed applauds, federal intervention to ban nationwide a procedure found necessary and proper in certain cases by the American College of Obstetricians and Gynecologists.”

Justice Kennedy’s words also recall the complicated issues of standing related to such cases. An issue in Roe v. Wade was the impossibility of any individual having standing in a court proceeding regarding abortion rights, since court proceedings take more than the 9 months of pregnancy, retiring any individual plaintiff’s standing before an appeals process can take place. The criterion of “a large fraction of relevant cases” may effectively deny standing to any plaintiffs who wish to litigate particular restrictions in some relevant future cases.

The United States bridge that collapsed almost a year ago, spanning the Mississippi River in Minneapolis, Minnesota, is close to being reconstructed. The final sections of the northbound lanes of the new Interstate 35W St. Anthony Falls Bridge in Minneapolis, Minnesota were put in place on July 5. The final segment was raised with a barge-mounted crane from the Mississippi River below. A temporary bridge now connects the two segments.

The remaining seven-foot gap will be closed in several days with concrete which is poured in place. The segments for the southbound lanes will now be raised and connected. The segments were cast in a work area which was on the 35W roadbed and were then moved to Bohemian Flats, near the University of Minnesota West Bank campus. A crane places each segment on a barge for delivery upstream to the bridge site.

The bridge may be completed as early as September, well ahead of the scheduled opening date of December 24th.

Kathmandu, Nepal —King Gyanendra of Nepal has today announced a new 10-member cabinet, after yesterday sacking the coalition government. The King, who some Nepalis view as a reincarnation of the Hindu god Vishnu, made the announcement on the state run television and radio service. “A new Cabinet will be formed under my leadership,” he said. “This will restore peace and effective democracy in this country within the next three years.”

Gyanendra named Rames Nath Pandey as foreign minister, Dan Bahadur Shahi as Home Minister, as well as Radha Krishna Mainali, a member of the communist party, as minister for sports and education. The king has decided to head the new administration himself, after accusing the old administration of failing to ensure the small nation’s security. Nepal is in the midst of a Maoist insurgency that has claimed more than 11,000 lives since 1996.

All telephone lines and mobile telephone networks have been cut with the outside world. Flights into and out of the capital of Kathmandu, have also been stopped. However one flight did leave for New Delhi overnight. Local radio stations are also reported to have been shut down, and Nepali websites are inaccessible from outside Nepal.

The United Nations, Britain, the United States and India criticized the king’s action, and Australia has advised its citizens not to travel to Nepal.

Kofi Annan, the Secretary-General of the UN has said that the king’s actions are “a serious setback for the country … steps should be taken immediately to restore democratic freedoms and institutions” The US administration added that the sacking was a “step back from democracy” and India joined into the chorus by saying that the developments were a “cause of grave concern”. The UK, the USA and India have all provided Nepal with arms and given the army training under the banner of security aid. The Nepalese army has tripled in size in less than 10 years. The US alone is estimated to have supplied 20,000 M-16 rifles as well as night-vision and communications equipment, and counter-insurgency training.

The Indian Express newspaper is reporting that the Indian government tried to dissuade King Gyanendra from a “power grab” a few weeks ago.

A statement from New Delhi said “”These developments constitute a serious setback to the cause of democracy in Nepal and cannot but be a cause of grave concern to India,” an Indian foreign ministry statement said. The latest developments in Nepal bring the monarchy and the mainstream political parties in direct confrontation with each other. This can only benefit the forces that not only wish to undermine democracy but the institution of monarchy as well.” India shares an open border with Nepal.

The leader of the Maoist rebels, Prachanda, likened the kings actions to “medieval feudal autocracy”, and said that the King was trying “to push the Nepalese society of the 21st century back to the 15th.”. In a statement to a Maoist website he said “We heartily call upon the entire pro-people forces of the world to raise their voices against this autocratic step and in the favor of the Nepalese people’s democratic movement,”

Prachanda, denounced King Gyanendra as a “national betrayer” and told Nepalis to “shut down Nepal” in a three day general strike from Wednesday to Friday, however witnesses in Kathmandu said life was going on as normal, and there are no obvious signs of additional security. Meenakshi, a street sweeper outside the gates of the King’s palace said “I just don’t know anything. I am just here like any other day,” The King has imposed a state of emergency which forbids mass gatherings.

The first “visual issue” of the Emir of al-Qaeda in Iraq, Abu Musab al-Zarqawi, was issued April 25, 2006, by the Mujahideen Shura Council. A thirty-four minute video containing an approximately twenty minute oration by Zarqawi, footage of him leading mujahideen in training on the battlefield and in a war room, and seated amongst local leaders of al-Anbar province. His speech touches upon a variety of topics, including the purportedly victorious and successful state of the mujahideen in Iraq, waging jihad in Iraq while steadying eyes on Jerusalem, and Usama bin Laden’s proposed truce with the West. In fact, the video proper opens with an excerpt of a speech by bin Laden urging Muslim youth to jihad. On the refusal of the proposal, he warns U.S. President George W. Bush, his allies of the “Crusaders, Shi’ites and the converters” that they will never enjoy life as long as blood courses through the veins of the mujahideen.

Zarqawi also speaks of the alleged lies of the administration and the true state of the American soldier in Iraq. He states: “Why don’t you tell about the reality of your soldiers and their failure to fight…why don’t you tell your people about the soldiers who commit suicide, why don’t you tell your people that your soldiers can not have any sleep without taking drugs which makes them like animals… and they are driven by your generals, who are like the Crusaders and evangelists, to the slaughterhouse.” He also condemns the Iraqi political process, and those who speak falsely of being one of the mujahideen, trying to convince Muslims that the government is an attempt to apply Shari’a law.

Concerning the Mujahideen Shura Council, which appeared on the Iraqi land following the seeming disappearance of Zarqawi, he admits to “being one of them” and continues to hold title as the Emir of al-Qaeda in Iraq, part of the umbrella for the mujahideen in that state. “They all stretch their hands and stand on the same line,” Zarqawi argues. Other portions of the video show Zarqawi inspecting local areas, using a rocket with a range of 50 kilometers, and a final image of him firing an automatic weapon, and stating: “American will go out of Iraq, humiliated, defeated.”

America learned today that its planes, tanks, momentous troops, and its tails from the Shiites army will never be able to finalize the battle with Mujahedeen. The aim does not justify the means here.Although these two kinds, and whoever follows their footsteps, allege that they are trying with these parliaments to implement the law of Allah. However, the actions and the historical experiences oppose their myth. Anyone that is following the political map in Iraq knows that the majority of the parliaments’ members are from the Shiites and the atheists of Kurds and Sunnah, not to mention those of the mixed motion believes. Therefore, the heavy side in the balance of the parliaments will always be in the hand of evil.Allah has said: “beware of them lest they beguile thee from any of that (teaching) which Allah hath sent down to thee” (5:49)

And Allah has said: “Fast thou not turned thy vision to those who declare that they believe in the revelations that have come to thee and to those before thee? their (real) wish is to resort together for judgment (in their disputes) to the evil one, though they were ordered to reject him but Satan’s wish is to lead them astray far away (from the right” (4:60)

As for you patient truthful Mujahedeen, may Allah accept from you and us the best of deeds, and may Allah bless your Jehad. You were able by the will of Allah and his support to stop this crusades’ attack and you’ve bounded him with injuries. Thus, continue your Jehad and operations, and elevate your hits, it’s only the sign of victory and it’s the last breath of the cross worshipers in the land of two rivers. The low fighting self-esteem of the crusades’ soldiers is an only obvious sign in Iraq. Therefore, renew your intentions, and correct yourselves, and carry on together against your enemy. Your enemy is uncovered, by the will of Allah, weakened, unprotected, and broken in pieces. Do not give him a chance to take its breath, continue your stabbings one after the other, O’ Banner’s holders stand,

Do not let the trade of Jehad depart your land; otherwise you will be disgraced and you’ll be only ruled by the scum; “they set you hard tasks and punishments, slaughtered your sons and let your women folk live” (2:49)

“If ye turn back (from the Path), He will substitute in your stead another people; then they would not be like you” (47:38)

Finally, I glad tied the nation by establishing the Mujahedeen Shura Council of Iraq, which will be by the grace and will of Allah as the kernel for the establishment of an Islamic State, in which, the word of Allah prevails. All praise be to Allah, the efforts are being joined, and the hands are being extended and shaken for the obedience of Allah and his messenger and the Jehad in the cause of Allah. And this Council will be, by the will of Allah, an umbrella for every truthful Mujahed. I am honored to be one member of this blessed Council under its blessed leadership. I welcome our beloved sheikh in the land of Anbar, the land of Jehad. And we ask Allah to keep it a thorn in the eyes of the disbelievers.

I would like to inform about the great victory in the battles of Ramadi, killing many of the disbelievers and taking over the center and headquarter of the infidels.Taking over the city for several days, preventing the crusades from even coming near it.And this operation was a clear message against the visit by the infidels’ ambassadors ( Rice and Straw).In general, the self esteem of the Mujahedeen is high, in opposite to the infidels whom are always in continuous deterioration.
