US House of Representatives rejects bail out bill in vote

The US House of Representatives rejected a bill on the USD 700 billion bail out of US banks. The voting on the bill has completed.

If passed, the bailout plan would have allowed for the United States government to purchase devalued mortgage backed securities, resulting from the subprime mortgage crisis from troubled financial institutions. The US Treasury Secretary Henry Paulson has said that the plan could cost up to $700 billion.

There has been considerable debate over several parts of the plan, which failed with 228 votes opposing, 205 supporting, and 1 not voting. The bill had much more support by the Democratic Party (with 60% of Democrats voting “aye”) than the Republican Party (of which only 33% voted for the bill).

George W. Bush described the bill before the vote was made. “This legislation deals with complex issues, and negotiators were asked to address them in a very short period of time. I appreciate the leadership of members on both sides of the aisle, who came together when our nation was counting on them. Negotiations are sometimes difficult, but their hard work and cooperation paid off,” he said, in a speech in which Bush begged politicians to support the bill.

Bush continued describing the bill. “The bipartisan economic rescue plan addresses the root cause of the financial crisis — the assets related to home mortgages that have lost value during the housing decline. Under the Emergency Economic Stabilization Act, the federal government will be authorized to purchase these assets from banks and other financial institutions, which will help free them to resume lending to businesses and consumers.”

According to BBC News, congressmen opposed the bill after receiving 50 times as many letters against the bill as for the bill. George Bush attempted to respond to the criticisms of the bill by US citizens. “I know many Americans are worried about the cost of the bill, and I understand their concern. This bill commits up to 700 billion taxpayer dollars, because a large amount of money is necessary to have an impact on our financial system. However, both the non-partisan Congressional Budget Office and the Office of Management and Budget expect that the ultimate cost to the taxpayer will be far less than that”.

Warmest Canadian winter on record

The winter of 2005/2006 has been the warmest winter in Canada since the beginning of the nationwide weather record in 1948, with average nationwide temperatures 3.9°C above the long-term average. Statistically, such a strong deviation from the average is expected to be observed only once in 100 years.

While most of the country was experiencing temperatures of at least 2°C above normal, in most of Alberta, Saskatchewan and the Northwest Territories the temperatures were 6°C above normal, with some regions averaging up to 8°C above normal.

For this statistic the months from December through February were counted as winter.

Lack of ice in eastern Canada will probably affect the annual harp seal hunt, which typically starts around March 15. In February, so little ice had formed that Environment Canada reported that such poor ice conditions had never been seen before in recorded history. The last time conditions approached what we saw in February 2006 was in 1969. The year 1981 was the third lowest ice year in recorded history.

In 1981, a number of harp seal mothers, who normally whelp only on ice, went to the shores of Prince Edward Island and Nova Scotia and gave birth on land. That year, due to the lack of ice, hundreds of thousands of seal pups drowned. The seals who were born on land faced both natural dangers such as death by exposure, and the danger of death at the hands of thousands of sealers, both licensed and unlicensed. These sealers took this rare “opportunity” to walk right up to a baby seal and kill it. Some of these seals were also attacked by domestic dogs.

CBS Corporation begins trading on New York Stock Exchange

The new CBS Corporation began trading on the New York Stock Exchange once again on January 3 after officially finishing its split with Viacom two days earlier. The split had been in the works since around March 2005 when Viacom announced it was breaking into two publicly traded companies due to stock price stagnation.

In June 2005, Viacom’s board approved the split and saying the CBS Corporation name would be revived for one of those companies. One of these units would receive most of Viacom’s broadcasting and mass-media portion of subsidiaries (CBS, UPN, Infinity Broadcasting, now CBS Radio) along with Viacom Outdoor (now CBS Outdoor), Showtime Networks, and Paramount’s television studio and a few other operations and announced long-time excutive Leslie Moonves would head that new company.

The split is filled with twists and turns. Viacom was founded in 1971 as CBS’ television syndication division and was spun off in 1973. Westinghouse Electric Corporation bought CBS and changed its name to CBS Corporation. In a ironic twist, Viacom accquired their parent company in 1999 and CBS’ stock symbol was de-listed as it became a division of Viacom. Ironically, the new CBS Corporation is actually the original Viacom. A new Viacom was founded and spun off containing MTV Networks (which contains CMT and Spike TV, two cable networks originally owned by CBS) along with BET, Paramount’s film studio and home entertainment divisions, online virtual pet game Neopets, and a music publisher. It also partially owns Sega of America along with the Sonic the Hedgehog trademarks and is currently in the process of acquiring DreamWorks.

Teen hacker admits to attack on scientology.org

A teenager, belonging to the anti-scientology group Anonymous, has admitted that he launched a distributed denial of service (DDoS) attack on the official website of the Church of Scientology, scientology.org.

Dmitriy Guzner, aged 18, will admit to the charges related to carrying out the DDoS attack. He now faces a maximum sentence of ten years imprisonment.

In response to incidents such as these, Scientology have called Anonymous “cyber-terrorists.”

A DDoS attack occurs when multiple computers are used to attack a certain website with so much traffic that it is not accessible. The hackers attack the servers taking up all the available space, preventing the legitimate user from accessing.

United States Attorney’s Office released a statement on this issue. “A New Jersey man was charged today for his role in an attack on Church of Scientology websites in January 2008 that rendered the websites unavailable,” they said. “Dmitriy Guzner, 18, of Verona, New Jersey, has agreed to plead guilty to computer hacking for his role in the distributed denial of service (DDOS) attack against the Scientology websites. “

Race to save Chilean miners trapped underground from spiralling into depression continues

Rescue efforts to save the 33 Chilean miners trapped 700 meters from the surface continue. After seeing video images filmed by one of the miners Ruth Contreras, the mother of Carlos Bravo, who is trapped in the mine, said the “he’s skinny, bearded and it was painful to see him with his head hanging down, but I am so happy to see him alive.” Image: Desierto Atacama.

It has emerged that the 33 Chilean miners trapped underground after the mine they were working in collapsed could be brought to the surface in a shorter time than was initially feared. While officials publicly announced that the men would not be brought to the surface until Christmas, sources inside technical meetings have revealed that they could in fact be on the surface by early November. The news comes as families were allowed to speak by radio-telephone to their trapped loved ones on Sunday. Over the weekend, video images filmed by the miners emerged showing the miners playing dominoes at a table and singing the Chilean national anthem. The miners also used the camera to send video messages to their families on the surface, saying that they regularly broke into tears, but were feeling better having received food and water.

The grainy nightvision images, filmed on a high definition camcorder that was sent down a small shaft to the mine, show the men in good spirits, chanting “long live Chile, and long live the miners.” They are unshaven and stripped to the waist because of the heat underground, and are seen wearing white clinical trousers that have been designed to keep them dry. Giving a guided tour of the area they are occupying, Mario Sepúlveda, one of the miners, explains they have a “little cup to brush our teeth”, and a place where they pray each day. “We have everything organized,” he tells the camera. Gesturing to the table in the center of the room, he says that “we meet here every day. We plan, we have assemblies here every day so that all the decisions we make are based on the thoughts of all 33.” Another unidentified miner asks to rescuers, “get us out of here soon, please.” A thermometer is shown in the video, reading 29.5C (85F).

As the film continues, it becomes evident that the miners have stuck a poster of a topless woman on the wall. The miners appear shy, and one man puts his hand to his face, presumably dazzled by the light mounted on the cameraman’s helmet. One miner sent a message to his family. “Be calm”, he says. “We’re going to get out of here. And we thank you from the bottom of our hearts for your efforts.” Another said that the miners are “sure that there are people here in Chile that are big people, that are powerful people, that are intelligent people, and they have the technology and they will all work together to get us out of here.” Speaking to the camera, one says: “we have had the great fortune that trapped in this mine there are good, professional people. We have electricians, we have mechanics, we have machine operators and we will let you know that while you are working to rescue us on the surface, we are down here ready to help you too.” It has been reported that Mario Gómez, 63, has become the group’s “spiritual leader”, having worked in the mines for over fifty years. He has requested that materials to build a shrine be sent down to the cavern.

Upon seeing the video in a private screening, family members, who are living in a small village of tents at the entrance to the San José copper-gold mine—which they have named Camp Hope—were elated. “He’s skinny, bearded and it was painful to see him with his head hanging down, but I am so happy to see him alive”, said Ruth Contreras, the mother of Carlos Bravo, who is trapped in the mine. The video, of which only a small portion has been released to the public, shows the miners, many of them wearing helmets, cracking jokes and thanking the rescuers for their continued efforts. The supplies are being sent to the men through a small shaft only twelve centimeters wide, and a laboratory has been set up with the purpose of designing collapsible cots and miniature sandwiches, which can be sent down such a narrow space.

CNN reported on Friday that “officials are splitting the men into two shifts so one group sleeps while the other works or has leisure time .. On average, each man has lost 22 pounds (10 kilograms) since they became trapped three weeks ago, and dehydration remains a threat. But a survey of the men indicates that at least nine miners are still too overweight to fit through the proposed rescue shaft. Initially, the miners survived by draining water from a water-cooled piece of equipment. To stay hydrated in the 90-degree mine, each miner must drink eight or nine pints of water per day.”

But while there are jubilant celebrations on the surface that the miners are alive, officials are now nervous that the miners could become depressed, trapped in a dark room the size of a small apartment. Chilean health minister Jaime Mañalich said that, on the video, he saw the telltale signs of depression. “They are more isolated, they don’t want to be on the screen, they are not eating well”, he said. “I would say depression is the correct word.” He said that doctors who had watched the video had observed the men suffering from “severe dermatological problems.” Dr. Rodrigo Figueroa, head of the trauma, stress and disaster unit at the Catholic University in Santiago, Chile, explained that “following the euphoria of being discovered, the normal psychological reaction would be for the men to collapse in a combination of fatigue and stress … People who are trained for emergencies – like these miners – tend to minimize their own needs or to ignore them. When it is time to ask for help, they don’t.” NASA has advised emergency workers that entertaining the miners would be a good idea. They are to be sent a television system complete with taped football matches. Another dilemma facing Mañalich is whether the miners should be permitted to smoke underground. While nicotine gum has been delivered to the miners, sending down cigarettes is a plan that has not been ruled out.

The message sent up confirming that the miners were alive. “We are fine in the shelter the 33” [of us], it reads.

With the news that drilling of the main rescue tunnel was expected to begin on Monday, officials have informed the media that they hope to have the miners out of the mine by Christmas—but sources with access to technical meetings have suggested that the miners could actually be rescued by the first week of November. A news report described the rescue plan—”the main focus is a machine that bores straight down to 688m and creates a chimney-type duct that could be used to haul the miners out one by one in a rescue basket. A second drilling operation will attempt to intercept a mining tunnel at a depth of roughly 350m. The miners would then have to make their way through several miles of dark, muddy tunnels and meet the rescue drill at roughly the halfway point of their current depth of 688m.” Iván Viveros Aranas, a Chilean policeman working at Camp Hope, told reporters that Chile “has shown a unity regardless of religion or social class. You see people arriving here just to volunteer, they have no relation at all to these families.”

But over the weekend, The New York Times reported that the “miners who have astonished the world with their discipline a half-mile underground will have to aid their own escape — clearing 3,000 to 4,000 tons of rock that will fall as the rescue hole is drilled, the engineer in charge of drilling said Sunday … The work will require about a half-dozen men working in shifts 24 hours a day.” Andrés Sougarret, a senior engineer involved in operating the drill said that “the miners are going to have to take out all that material as it falls.”

The families of those trapped were allowed to speak to them by radio-telephone on Sunday—a possibility that brought reassurance both the miners and those on the surface. The Intendant of the Atacama Region, Ximena Matas, said that there had been “moments of great emotion.” She continued to say that the families “listened with great interest and they both felt and realized that the men are well. This has been a very important moment, which no doubt strengthens their [the miners’] morale.” The phone line is thought to be quite temperamental, but it is hoped that soon, those in the mine and those in Camp Hope will be able to talk every day. “To hear his voice was a balm to my heart … He is aware that the rescue is not going to happen today, that it will take some time. He asked us to stay calm as everything is going to be OK … He sounded relaxed and since it was so short I didn’t manage to ask anything. Twenty seconds was nothing”, said said Jessica Cortés, who spoke to her husband Víctor Zamora, who was not even a miner, but a vehicle mechanic. “He went in that day because a vehicle had broken down inside the mine … At first they told us he had been crushed [to death].”

Esteban Rojas sent up a letter from inside the mine, proposing to his long-time partner Jessica Yáñez, 43. While they have officially been married for 25 years, their wedding was a civil service—but Rojas has now promised to have a church ceremony which is customary in Chile. “Please keep praying that we get out of this alive. And when I do get out, we will buy a dress and get married,” the letter read. Yáñez told a newspaper that she thought he was never going to ask her. “We have talked about it before, but he never asked me … He knows that however long it takes, I’ll wait for him, because with him I’ve been through good and bad.”

Outbreak of swine flu in Mexico kills at least twenty, infects 1,000

According to Mexican health officials, an epidemic of swine flu has killed at least 68 people and infected a further one thousand inside the country.

Mexican health minister José Ángel Córdova said that the casualty rate appeared to be slowing down, and that there would be no plans to block off Mexican borders. “We’re dealing with a new flu virus that constitutes a respiratory epidemic that so far is controllable,” Córdova stated. He said that the disease had mutated from pigs and was transferred to humans at some point.

Museums and schools for seven million students near Mexico’s capital were closed down in an effort to curb the epidemic, and the government has encouraged people with symptoms of the disease to take leave from work.

The outbreak has spread north to the United States, and US health authorities have reported that eight people were diagnosed with swine flu in Texas and California. However, these people have recovered.

“We are worried. We don’t know if this will lead to the next pandemic, but we will be monitoring it and taking it seriously,” said Dr. Richard Besser, the acting head of the Centers for Disease Control and Prevention (CDC). Dr. Besser suggested “containment is not very likely” in a telephone briefing on Friday.

Tests conducted by the World Health Organisation (WHO) found that the virus from a dozen patients was genetically similar to a new outbreak of swine flu, designated as H1N1.

The Surprising Truth About Bullying And Bullies}

So much attention is focused on bullying right now. In fact, in our workshops, when we ask participants to identify the top cause of school shootings, bullying is usually named.

There is no doubt that bullying is a huge problem in nearly any setting where children and youth congregate, but you may not be able to stop or moderate the bullying by focusing on that issue alone. Yet, often that is what happens. When youth professionals focus solely or primarily on bullying, it may be a bit like seeing the forest but not the trees. Or, perhaps another analogy– one that might resonate especially well with mental health workers– is that a primary focus on bullying is a lot like just focusing on an alcoholic’s liquor consumption while neglecting to address any of the factors that caused the excessive drinking in the first place. Here is a completely different way of viewing and addressing bullying, one that you may find far more effective than conventional approaches that focus on the symptom of bullying while often overlooking the factors that cause and sustain it.

MYTH To address bullying, use character education or values clarification approaches.

TRUTH While character education and values clarification approaches can have merit, as a reader of this internet magazine, hopefully you have learned that these methods always fail with about 11-14% of youngsters. Do you remember the information presented in past issues on this topic? If you have been to our workshop, you definitely should know the truth on this topic, because we devote hours to it during class. As any of our workshop past participants should be able to tell you, character ed and values clarification approaches will fail with conduct disordered youth. These youngsters lack a conscience or remorse, so character ed and values clarification methods simply won’t work at all since those methods require that the child be able to care and have compassion. Since conduct disorders are the most misbehaved students of all, they are also often the bullies. Now, you know why conventional approaches may have limited success reducing bullying.

MYTH Bullying is the primary cause of school shootings.

TRUTH The media loves simple, black and white explanations, and this very simplistic sound bite is just not a very accurate or thorough explanation. While some school shooters were partially motivated by being bullied, to zero in on just the bullying misses the point– and misses the point on how to prevent an incident. A more accurate way of viewing these youngsters who shoot, is to note that they tend to be clinically depressed, and that in addition to the bullying that they may endure, they are very sad and extremely frustrated. Better than viewing them as worn down by the bullying, it is far more accurate to view them as worn down by many things. Let me explain why this distinction is so important. This distinction is critical because it doesn’t require an act of bullying to set this child off. Like a pressure cooker, this student is building up to blow. Certainly bullying could be the thing that causes the blow up, but it could be any event that lights the fuse. When you train your attention on seriously depressed youth (who may be bullied a lot, irregularly, or not at all) you can more readily and precisely identify the youth who could some day explode.

Further, there may be other populations of youth who are statistically far more likely to cause an extremely violent incident. However, having three types of youngsters at risk of extreme violence is a more complicated concept, and not one that the media will necessarily capture for youth professionals. Ironically, although you won’t hear it in the media, the bullied child is probably not the one who is at highest risk of extreme violence. MYTH When teaching bullying prevention, keep the focus on the bullying.

TRUTH While it is fine to focus directly on the bullying, if you stop there, you may be unhappy with the results. To stick with the analogy used earlier, it is like focusing on the amount of liquor consumed rather than helping the alcoholic to learn about self-medicating. In addition to teaching that bullying is wrong, there needs to be a greater focus on teaching the skills youngsters need to behave differently. Further, you need to modify the skills of not just the bully, but also the victims and peers. Typically, we do not necessarily provide specific skill instruction to all three of those groups. The bully needs training to learn new peer interaction skills, but so do the victims and bystanders. If you focus solely on one or two of those groups, you may not get the results you sought. Remember, teaching skills does not mean re-stating expectations or rules. Teaching skills means that you creatively and effectively show students the exact skills that they need to be different. So, for example, you might teach the bully some new “Opening Lines” to use when initiating peer contact, perhaps aiding the youngster to stop threatening, and instead say something less aggressive.

Here are other key areas that are often not taught as part of bullying prevention programs: personal space and distance, interacting with peers who are different, managing hands and other body parts, and how to avoid peer set-ups. There are many more critical skill areas that often are overlooked and left unaddressed. All unaddressed areas will be an endless source of bullying problems so be sure you cover it all.

MYTH You can’t significantly reduce the aggressiveness of youngsters who come out of homes and neighborhoods that are very violent.

TRUTH Just because a child is raised around hitting, screaming and threats, does not condemn that youngster to be that way. Certainly, teaching peaceful behavior is a much more difficult task when a student’s dad is threatening and coercing his offspring, but it is not the law that children raised in violence inevitably will be violent. Part of the problem is that youth professionals still use one-size-fits-all methods to work with students. Students are not all the same, and until professionals learn to choose different methods for different types of students, then it may seem that “nothing works” with some out-of-control youngsters.
