South Africa’s Table Mountain ablaze

A large and dangerous fire has broken out on Table Mountain in Cape Town, South Africa.

Dry and windy conditions have swept the fire around the base of the mountain, pushing it towards the bordering suburbs in the City Bowl and Vredehoek area with furious flames reaching ten meters into the air.

A number of houses along the border of the reserve are being threatened as the fire heads around the mountain from the cable car station towards the southern suburbs. Thick smoke and high winds are hindering fire-fighting efforts and causing havoc with the traffic around the area. Heynes helicopters, contracted to fight fires on the mountain, are assisting from the air. However since the main water reservoirs near the Vredehoek area are shrouded in smoke and water must be retrieved from the harbour instead.

So far one elderly woman has reportedly died due to smoke inhalation and many others may be at risk as they attempt to defend their homes. Firefighters have been attempting to bring the situation under control throughout the night but the blaze continues unabated.

The cause of the fire is still uncertain. However a 36-year-old British man has been placed under arrest for allegedly dropping a lit cigarette whilst on the mountain.

Fires in the area are an annual problem and may threaten to destroy the delicate indigenous fynbos ecosystem. Opinions about the effects of the fires on the mountain vary, however, with some specialists indicating that regular fires could cause permanent damage to the ecosystem whilst others believe that the fynbos is actually partially reliant on the heat of the fire to set off the shedding of seeds.

In previous years the area around Muizenberg and Fishhoek have been ravaged by fires of similar intensity. The scars of those fires still remain.

Chicago Metra considers selling naming rights for train lines, stations

Chicago’s Metra is currently considering the possibility of selling the naming rights to its train stations, rail lines, and even bridges to generate more revenue. 

The regional rail system for Chicago and its surrounding suburbs has been experiencing revenue shortfalls, along with other public transportation agencies such as the Chicago Transit Authority and Pace. They all rely on sales taxes and fares to fund their services, but the recent recession has reduced sales tax revenues, and unemployment has caused ridership to fall. Compared to 86.8 million trips in 2008, Metra reported that only 82.3 million trips were provided in 2009. As spokeswoman Judy Pardonnet said, “We’re looking at any opportunity to increase non-fare revenue.”

A law approved by former Illinois governor Rod Blagojevich in 2008 granted free rides to all seniors regardless of income, adding to the decreasing fare revenues as well. State lawmakers are trying to restrict the free rides to low-income seniors; Metra has not yet commented on the issue, however. 

New designs put on the agency’s website last September has attracted more traffic, and Metra is considering selling advertising space online. In addition, advertising space could be sold on the outside of train cars as well. As for the naming rights to stations and routes, Metra plans to hire a consultant that would figure out the details of such a proposal. Spokesperson Meg Reihle did not know how much money Metra could gain from the sale or which organizations would be interested in buying. 

According to Ms. Reihle, public transit agencies in other cities have sold naming rights as well, such as the Greater Cleveland Regional Transit Authority in Cleveland and Long Island Rail Road in Long Island. TECO Energy sponsors a rail line in Tampa’s Hillsborough Area Regional Transit for US$1 million over ten years. 

Throughout its 26-year history, Metra has named several of its locomotives and renamed two stations: Ogilvie Transportation Center, which was previously named North Western Station, and Millennium Terminal, which was previously called Randolph Street. No transactions were made in renaming those two stations, however. There is also a Station named after the candy maker Mars, but that station was named before Metra took it over, and the company doesn’t pay Metra for any naming rights.

Execuive Director Phil Pagano sees the proposal as a way for businesses to advertise themselves. “I think the business community recognizes that transit is positive for their advertising benefit,” said Mr. Pagano at a board meeting. In addition to businesses, hospitals located near the train stations could purchase naming rights as well. However, Mr. Pagano has also stated that “the agency would be selective about the type of businesses it partners with.”

Metra has said that it will be sensitive to the wishes of the communities near the stops, and town names will not be removed from station names. Rather, both the municipality and the sponsoring organization would share the naming rights, such as in renaming Naperville Station to “Naperville Boeing Station”. “I’m not sure whether [the old name] is first or second, but definitely it’s going to have to be there,” said Mr. Pagano.

Bangladesh security tightened following Pilkhana massacre and Bashundhara City fire

Following the Pilkhana massacre which occurred February 25 and 26 leaving 74 dead and the inferno at the Bashundhara City shopping mall complex March 13 leaving seven dead, Prime Minister Sheikh Hasina said security measures are being tightened countrywide across Bangladesh.

Fire drills will be enacted at all key-point installations (KPI). Fire fighting systems will be examined by the fire brigade and the public works department (PWD) to ensure functionality. Security measures will be enhanced supplementing areas under private security such as at the Bashundhara City Complex.

The Fire Service and Civil Defence Department requires modernization and needs new equipment to fight fires past the sixth floor of buildings. The Fire Brigade says it needs turntable ladders, snorkels, foam-tenders, lighting units, emergency tenders, fireproof uniforms, and rescue ropes for fire fighting and rescue operations. Transportation to fires is also an issue due to narrow roads, low electrical wires and congestion.

The Bangladesh National Building Code requires fire fighting equipment installed in buildings over seven floors. This code is to be monitored by authorities to ensure compliance with the new guidelines and to make sure buildings are being maintained.

The Bashundhara City Complex opened Monday for shoppers two days after Friday’s blaze. A probe is underway to determine the cause of the fire and to assess structural damage.

Loss of life was minimized as the blaze broke out on a Friday, the beginning of the weekend in Bangladesh, so offices in the upper floors were empty. The lower eight floors are used for shopping and the upper floors are all Bashundhara Group offices.

The mall is valued at Tk 7.0 billion (US$100 million). It is not known if the complex is covered by fire insurance.

It is estimated that it will take over two years to rebuild the area damaged by flames which were burned down to a skeleton. Bashundhara City’s technical advisor, Latifur Rahman, estimated damages at Tk 2.0 billion (US$29m).

Only one television cameraman has been allowed in to film the burnt area. None of the 2,500 shops, cinemas or cafes were burnt by the inferno. The seventh and eighth floors still experience smoke damage, and there was water damage to merchandise.

A three member committee is currently investigating the cause of the fire which will consist of Iqbal Khan Chowdhury, joint secretary of the ministry, representatives of the police, IGP Noor Muhammad, and fire brigade, Director General Abu Nayeem Md Shahidullah. The committee is required to report within the week with their findings. The forensics department is also sifting through the burnt remains.

The Dhaka Chamber of Commerce and Industries has also formed a committee which has begun interviewing witnesses and recording their testimony alongside the government committee.

It has been discovered that 150 closed circuit cameras were not being used when the fire started. Another mystery is why the mall fire fighting system has been found unused.

“In the shopping mall there is an ultra-technology elevator which runs even without electricity but we have found that locked,” Iqbal Khan Chowdhury, joint secretary (Police) of the home ministry, said. “Why the fire burnt so fiercely is a matter to think. Mall management has been asked to submit substances and items which would have been in the upper floors when the fire started. The fire erupted on the 17th floor and spread quickly to the two floors above and engulfed the three floors below. The aerial ladders belonging to the Fire Service and Civil Defence reached as high as the 13th floor of the 21-storey building.

Videos have been sent to the United States (US) for examination to assist in determining the cause of the fire and to help in the damage assessment. Experts from the US are expected to arrive soon.

Firefighters were brought to the rooftop of the 20-storey tower by helicopter. The only fatality in this operation was Baki Billa, a firefighter of Bashundhara City firefighting department, who fell when climbing down a rope from a helicopter to the roof of the building. Three other firefighters made the transition safely. At this same time, the chief security officer was safely rescued by the Bangladesh Air Force helicopter, a Bell 212. Six security officers of the complex also lost their lives.

EU warns France about auto rescue plan

On Monday, France announced a rescue plan for its struggling automotive industry. The plan totals 6.5 billion (US$8.5 billion). The European Commission, which enforces European Union legislation, said the conditions may break EU rules.

The plan calls for PSA Peugeot Citroën and Renault, the two largest French automakers, to receive a five-year loan of €3 billion at 6% interest, each. Meanwhile, Renault Trucks, which is owned by Volvo Group of Sweden, will receive a €500 million loan.

French President Nicolas Sarkozy said that the funds should be invested in environmental technology. Sarkozy added that “Renault and PSA have also committed to not to close any production sites for the duration of their loan and to do whatever they can to avoid layoffs.”

“It’s a commitment that I applaud because it ensures that this acute but temporary crisis will not destroy our industrial base and automotive know-how,” the President concluded.

The European Commission is concerned about the implied obligation to not close production facilities, which would go against EU rules.

“There are indications that carmakers will be obliged to maintain their center of production in France as a condition for government support,” said Jonathan Todd, a spokesman for the Commission on Tuesday in Brussels. “The Commission will not authorize aid that would tend to undermine the single market.”

Conditions that violate these rules “would render the aid illegal and will not be tolerated by the commission,” Todd said. “If there are measures that question the single market, the risk would be that the recession would be much worse, even becoming a depression as in the 1930s.”

“Today the Commission has written to the French authorities to ask for clarification of the plan,” Todd explained at a briefing. “We have not actually reached any conclusions as regards the French measures. We have a few concerns with what we saw in the press.”

Slovakia has already said that it will appeal to the EC, if the loans amount to a distortion of competition law.

“The philosophy of the EU is a single market without any barriers to transfer products and services,” Ján Po?iatek, the finance minister of Slovakia said.

In Germany, Verband der Automobilindustrie executive director Klaus Braeunig said that the French plan is “a clear distortion of competition.” He added, “We don’t want an international race in subsidies.”

US raids Iran ‘liaison office’, Russia says it is unacceptable

The U.S. armed forces detained five Iranians working at a “liaison office” located in Erbil, Iraq before dawn on Friday. Sources said that the U.S. forces first landed their helicopters around the building, then broke through the office’s gate, disarmed the guards, confiscated some documents and certain objects, arrested five suspected terrorists, and then left for an undisclosed location.

However, there was no raid on the Iranian Consulate General as earlier reported. Pentagon spokesman Bryan Whitman told Agence France-Presse that the building raided was “not a consulate or a government building”, which appears to be confirmed by the Iraqi foreign minister, Hoshyar Zebari, who said the Iranians were working at an office that had government approval and was in the process of being approved as a consulate, but was not a Consulate nor the Iranian Consulate General. The US is strategically insisting that they raided a “liaison office” instead of a Consulate to avoid being found in violation of Article 36 of the Vienna Convention on Consular Relations.

Russian Ministry of Foreign Affairs Mikhail Kamynin said that the raid was absolutely unacceptable and was a violation of the Vienna Convention on Consular Relations. The Kurdistan Regional Government also expressed their shock and disapproval of the raid.

On Thursday’s hearing on Iraq, Senator Joseph Biden (D-Delware), chairman of the Senate Foreign Relations Committee, told Secretary of State Condoleezza Rice that the Bush Administration did not have the authority to send U.S. troops on cross-border raids. Biden said, “I believe the present authorization granted the president to use force in Iraq does not cover that, and he does need congressional authority to do that. I just want to set that marker.” After the meeting, Biden sent a follow-up letter to the White House asking for an explanation from the Bush Administration on the matter.

On Thursday morning, Iran’s foreign ministry official sent a letter to Iraq’s foreign ministry asking Iraq to stop the Bush Administration from interfering with Iraq-Iran relations, and has protested the raid on its liaison office. The official said, “We expect the Iraqi government to take immediate measures to set the aforesaid individuals free and to condemn the U.S. troopers for the measure. Following up on the case and releasing the arrestees is a responsibility of primarily the Iraqi government and then the local government and officials of the Iraqi Kurdistan.”

Lashkar-e-Toiba implicated in Mumbai attacks

Lashkar-e-Toiba (LeT), a militant Islamic fundamentalist group based in Pakistan, has been implicated in last week’s Mumbai attacks in India.

Rakesh Maria, a commissioner with the Mumbai Police, said that the sole surviving attacker, whom he identified as Mohammed Ajmal Kasab, has admitted spending three months in a Lashkar-e-Toiba camp preparing the attacks. Kasab, who is reported to be 21 years old, told police that he spent a total of eighteen months training at various LeT camps.

Meanwhile, John Michael McConnell, the United States Director of National Intelligence, indirectly implicated LeT. In a speech at Harvard University, he said that the same group responsible for the 2006 Mumbai train bombings was behind last week’s attacks. LeT has also been blamed for the attack on the Parliament of India in late 2001

“The same group that we believe is responsible for Mumbai had a similar attack in 2006 on a train and killed a similar number of people,” said McConnell without naming LeT. “If you examine the groups we think are responsible, the philosophical underpinnings are very similar to what Al-Qaeda puts out as their view of how the world should be. It is a continuation.”

Commissioner Maria said that the training took place in Muzaffarabad, Pakistan, near the disputed Kashmir region. Kasab received very specific instructions, according to Maria.

“He was told things like, ‘You’ll come in through this door, then go over here, then go out through that door,'” Maria told CNN‘s Nic Robertson. “Very, very detailed, explicit instructions. The gunmen were hand-picked, but there were no examinations per se.”

India has also said that Kasab named known LeT leader, Yusuf Muzammil, as the mastermind behind the attacks.

US Secretary of State Condoleezza Rice visited the Indian capital of New Delhi on Wednesday.

“Pakistan needs to act with resolve and urgency and cooperate fully and transparently,” said Rice. “That message has been delivered and will be delivered to Pakistan.”

Analysts cited by Reuters are saying that India will not resort to a military response over the Mumbai attacks.

“The military option has never been an option, because the military can’t guarantee you an outcome,” said Manoj Joshi, an editor at the Mail Today. “We have been there, done it, and it doesn’t work.” In 2002, India threatened military action after the parliament attack.

“If you want a solution to Afghanistan, you have to lean on Pakistan to shut down all jihadist operations,” said Siddharth Varadarajan, an editor at The Hindu. “You have to tackle the root cause, which is the attitude of the Pakistani military. That is the silver bullet.”
